Agreed, it is not a healthy way to work but what do you do? This is something I have been wrestling with myself for quite some time. On one level, we need to be very careful because whether we like it or not, there are munaafiqeen in the community. They always have been since the time of the Prophet (saws) until the present.
On the other hand, being suspicious of one another isn't permissible and is exactly what they want us to do - break the bonds of brotherhood: people become tainted either because they have been approached (irrelevant what answer they gave) or because they were raided (irrelevant whether they have done anything).
So whats the answer? I cannot help but have an initial level of suspicion of everyone, which slowly comes down. I will treat every Muslim I meet as a brother but wont open up completely or discuss issues with them unnecesarily.
Anyone know any scholarly advice on this issue as it affects us today?

It's the seniors (60+) that love M15 in my area suprisingly;
The Mauritians threaten to report all the I-know-you-have-your-eye-on-my-daughter-Arab boys;
The Pakistanis warn the you-leave-the-sandals-wet-Indians and the Indians in turn, the you-split-up-the-mother-land-Bangladeshis.
And then of course the we-are-modern-Muslim-Bangladeshis and the we-are-British-first-Mauritians unite to scare the Pakistani boy-that always-leaves the tap running;
And the Bangladeshis then start with the Arabs- because "they call us Miskeen" and leave the boy that hands out those terrorist flyers at Jummah (who has since been sent to Belmarsh)to the Turks.
Alhamdulillah though, despite this bad influence from the elders, the youth are united...that the closest thing that comes to a 'terrorist' in this end of town (since the flyer-boy got taken away) is a man with a miswak, there's not really much to worry about...
